I got the same mistake when I do a coupled modelling IN WRF-ROMS-SWAN. and the reason lies in the setting of SWAN INPUT GRID in INPUT file.

What’s the difference between these files, like intitial files , the lateral conditions, climatology files and other input forcing NETCDF files in ROMS?

please set the NETCDF path in the build.bash.
you can find this code " if [ -n "${USE_NETCDF4:+1}" ]; then....."
and set the following path

export NC_CONFIG="your netcdf path "/bin/nc-config
export NETCDF_INCDIR="yout netcdf path "/include

YES.in the build.bash, you should set the HDF AND NETCDF path righ when you open USE_NETCDF.
